Activated carbon is an important material for absorbing organic waste gas. Previously, small and medium-sized enterprises generally have activated carbon adsorption facility design is not standardised, the quality of activated carbon and filling amount does not meet the requirements, activated carbon replacement is not timely and other issues.

In order to improve the management level of regional VOCs (volatile organic compounds), in recent years, Beilun has actively constructed a whole-process activated carbon supervision and service system that is "government-led, market-operated and digitally supervised", promoted the upgrading of activated carbon management facilities in small-, medium- and micro-enterprises and, by means of digitisation, built an activated carbon supervision and service platform - "Charcoal Xiaobao" - that covers governmental, enterprise and collection and transportation ends. Through digital means, it has built a regulatory service platform for activated carbon that covers the governmental end, the enterprise end and the receiving and transporting end - "Carbon Xiaobao". So far, more than 400 enterprises in Beilun have been included in the regulatory service platform.

The use of activated carbon by enterprises has been standardised, and the air quality has become better, but how to dispose of the waste carbon? In this regard, Beilun to further explore the activated carbon "dispersed adsorption - centralised regeneration" governance, activated carbon regeneration centre came into being, which is also an important part of Beilun to build the whole process of activated carbon regulatory service system.

At present, more than 30 enterprises have signed the activated carbon collection and disposal contract, the first batch of 16 tonnes of waste carbon has been completed replacement.
